
2025 was a turbulent year for sunscreen as increased global regulations and crackdowns changed the trajectory of sunscreen formulation, labeling and ingredient inclusion.
In June of last year (2025), according to Choice, Australian sunscreens, considered the gold standard for UV protection, came under fire for not meeting the levels of SPF claimed on the labelsa. Then in August, unapproved SPF formats like mousse, whipped and foam sunscreens were also questioned by the U.S. Food and Drug Administration (FDA)b, and later the Journal of the American Academy of Dermatology (JAAD) uncovered "hidden" UV filter chemical analogs not disclosed on product labelsc.
But while recent regulations surrounding SPF development and labeling have caused some minor setbacks in the sunscreen industry, those setbacks highlight the industry's resilience and more importantly, provide insights into where sunscreen is heading in 2026 and ways to reestablish consumer trust in a skeptical market.

But not all of 2025 saw setbacks in sunscreen development. For the first time in more than two decades, a new UV filter, dsm-firmenich's Parsol Shield, was announced for the U.S. market for 2026. Related to the release, in November 2025, dsm-firmenich and the Personal Care Products Council testified before Congress, highlighting the slow FDA approval process, limited access to safe global UV filters and proposed reforms under OMFU 2.0 to drive sunscreen innovation in the United States. The Senate then passed H.R. 5371, a major law that will modernize the OTC drug monograph system and transform sunscreen regulation, opening the door for faster, science-driven UV filters in 2026d.

The global sun protection market, comprising only adult sunscreens, sun sprays and after-sun lotions, per Statista, was valued at nearly US $11.5 billion in 2024 and is projected to grow at almost 3.9% annually through 2029e.
